The problem of a crime wave related to the growth of drug addiction and money laundering is a subject of concern for many people in United Kingdom. Arms and drug supply chains to such cities as London and Manchester and other cities is an important public problem. We hereby show concern with these events. Please pay attention to the above facts.
Heads of City Council of Large Ukrainian Megapolis Charged With Implication In Drug Trade.
Ministry of Internal Affairs of Ukraine states that the Head of City Administration of Kharkiv,the second largest city in Ukraine, Hennadi Kernes testified in four criminal cases, including the serious bodily assault, hooliganism and drug trade. In the end of July, after two months of ignoring requests of appearing for questioning, Hennadi Kernes was delivered by force to testify as a witness at the Main Investigations Directorate of the Ministry of the Interior. Hennadi Kernes stated after the interrogation that he considered himself to be a victim of the political lynching and said that the Ministry of the Interior of Ukraine became a tool for the Minister Yuri Lutsenko who used his rank to settle personal accounts with dissenting citizens of Ukraine, moreover, with political opponents and people he disliked. When speaking about “political motives” of the Minister’s actions, Kernes involuntarily hinted on a recent incident with his participation. During the last June convention of Kharkiv municipal meeting, Kernes “stroke below the belt” the Head of the oppositional party and party fellow of the Minister Serhiy Rudenko in the presence of journalists and Mayor’s Office representatives. video material of that extravagant action, to put it mildly, was covered by all Ukrainian TV channels.The Minister of Internal Affairs stated in reply he was going to follow the case to its logical end. According to official information delivered by the Ministry, several drug dealers from Kharkiv were already apprehended with a large lot of drastic drugs, and nowadays are giving evidence. Besides, the Ministry executed an operation on identifying officials of Kharkiv law-enforcement agencies involved in corrupt npractices. Over 70 officials implicated in the wardship over contrabandage flows and drug trade were reduced and dismissed. On July, 30, officials of the Main Investigations Directorate of the Ministry of the Interior of Ukraine issued the summons “to carry out investigating actions”. Kernes failed to arrive in due time at the detention facility, because, as he says, “he is working”. Only barristers and investigators come to a detention facility. I’m neither barrister nor investigator! I’m Secretary of Kharkiv City Council. I cannot quit working”, Hennadi Kernes commented his unwillingness to meet the investigators. Law-enforcement officials also had claims to representatives of Kharkiv city self-government in the past.In the end of 80’s – beginning of 90’s, Kernes was twice brought to criminal responsibility for “forgery”.In spring this year, bodies of the Security Service of Ukraine and the Prosecutor’s office tries to fulfill the withdrawal of documents in the Kharkiv Mayor’s office on suspicion of budget related contrivances by several state officials. Operations of the law enforcement officials were physically blocked by deputies,Kernes’s party mates who did not allow the policemen to perform field activities by means of using their parliamentary immunity. A year ago, it was established a Temporary Investigating commission for investigating abuses of the Kharkiv Mayor Dobkin and Secretary of City Council Kernes in the field of property,financial and economic activities. In February this year, deputies of opposing parties of Kharkiv Municipal Council submitted several statements to international establishments on local self-government issues, struggle with corrupt practices and money laundering with a request to “…Pay close attention to some individuals and companies connected with the City Mayor Mikhail Dobkin and the Secretary of City Council Hennadi Kernes, the activity of which may be of an international criminal nature; Prevent transactions connected with transfer and legalization of monetary funds raised as a result of corrupt practices performed by Dobkin and Kernes; Exclude laundering criminal capitals and prevent the usage thereof for financing activities of other international criminal groups on the territory of some European countries”. The deputies specified in their statement a list of abuses of city officials, a list of violations of Europeanstandards and principles of local self-government in Kharkiv. You are kindly requested to settle the situation and sever all relations whatever cooperation with authorities of the city of Charkov.
