   I very strongly about this petition and hope that it becomes law that dogs are kept on leads in public places at all times.

   I was bitten by a dog while taking a stroll by a local river.The dog should have been on a lead.

   I don't think that leads should be enforced because you end up with dogs without sufficient exercise which causes frustration and over excitement. however, muzzling them would be appropriate
